Purchase Quantity Steps - is it working at all?

I can not get Purchase Quantity Steps to function what so ever. Anyone using it? It does not matter what values I enter, VM ignores it completely.  I would provide a link but I am on a local dev machine behind a corporate firewall so no can do. If needed I'll move the install to another server. I just wanted to start by throwing the question into the public to see if anyone is using it with success.
