Shipment for virtual products plugin

1. I have installed the plugin Shipment for Virtual Products and enabled it.
2. I went to Products/Custom Fields, clicked New and selected Custom Field Type: Plug-ins
3. Followed the rest of the steps.
4. When I got to Select a plug-in, nothing was listed. No VM - Custom - iStraxx product download or any other VM - Custom plug-ins

For some reason this section does not see the VM Custom plug-ins. Any ideas.
