problem on the nation's taxes

hi, I have this problem also tried buzz5 template, I have enabled 2 taxations in my shop: Italian VAT tax to 22% and 0% taxation in europe. The products displayed in the store have the VAT of 22%.
If a foreign customer puts a product into the shopping cart, the VAT is added initially, but when he logs should be withdrawn and instead remains in the cart. If there is nothing in the cart but logs in, the products now are without VAT and if added to the cart no problem, the products are added without fee .... it seems that the problem is only in the cart page as it does not updates the value in the log, then the foreign customer who first put products into cart, you can not take advantage of the price without tax. our store works that way. You do not need the plugin for what you mean, but in fact you need it, because your setting is not correctly legal.

thanks for the reply, but the problem is not to change shopper group ... it is configured properly because when I log in as a foreign appear to me the prices without VAT, if you then put the product in the cart I get product price without VAT, the problem is when I first put products into cart and only after I log in, then the cart does not update

ok I'll explain: I currently have 3 shopper group:

1)-anonymous-
2)-default-
3)Aziende EU

currently use a plugin to automatically change the shoppergroup if a foreign company enters the vat, it works well, my test user has been changed and is currently on "Aziende EU"
On "taxes setting" in VM 2.2.6  i have now 2 value:

1) value 22%vat tax for shopper group anonymous and default-
2) value 0%vat tax for shopper group Aziende EU

everything works perfectly, when a user is logged foreigner, it automatically goes into Shopper group Aziende EU

the problem is not the change in shopper group that works well on my site, the problem is that a user logs into the product category immediately see the prices with the discount, and after, if  add in cart everything is correct, however, if he logs in AFTER have put the products in the cart, the price does not update

the cart does not update the price of the product considering that it does not have to pay tax at 22% ....
