Products without tax creates a discount!

I've got a problem with products without tax.
I've got 3 rules.

They are working, but if a costumer from a country without tax orders,
VM creates a discount, which doesn't have an effect on the final price, which is ok.
But it's not correct that way.
What's the matter?
Vat is ok = 0.00



VAT for Worldwide
Vat per product
+% 8.0000
Country - none selected

VAT for Local
Vat per product
+% 0.0000
Country - some selected

Third RULE:
VAT for Export
Vat per product
-% 7.4074
Default Shopper Group
Country - all other countries

Joomla v2.5.21
Virtuemart v2.6a

It seems to be a bug.

Anyway, as long VM wants to sell their Plugin

there won't be a solution, what a shame  :(

Especially, when the shop is located in Switzerland, which isn't a member of the EU!

Hmmm - I did a shop for a Swiss company that sells into the EU..and at home..  http://www.bombereyewear.eu/
I set up the taxes this way

the client charges a flat 20% to all EU and 0% to CH and Norge

for non logged in - i.e. we don't know the country - 20% is displayed

Unfortunately it doesn't work  :'(

0% to DE and AUT DOESN'T WORK Displays price with 8% VAT
For non logged in - i.e. we don't know the country - 8% is displayed WORKS

Nope, nothing odd at all.

I believe the rule:
For non logged in - i.e. we don't know the country - 8% (country: all, usergroup: -anonymous-)

overrides the rule:
0% to DE and AUT (country: DE, AT usergroup: -default-)

That's why I tried this rule:
Vat per product -% 7.4074 for DE and AUT (country: DE, AT usergroup: -default-)
The -7.4074% is calculated from 100% / 108 (product with tax) x 100 (product no tax) = 92.592592592592593

VAT is ok then = 0, but then VM creates a discount, which doesn't have an effect on the final price?!
