Tax not calculated on shipping

CPSOL Canada Post Plugin V    1.0.3
When I select "apply default rules" in the CPSOL plugin - tax is not calculated on the shipping. If I select a single province then the tax is calculating. The developer says it is a VM bug.

OK.. I am adding to this... IF the customers fills out the "bill to" address - the tax is correct on the shipping. If the customer simply fills out the "ship to" address - the tax is NOT calculated on shipping.  it is logical that the Bill to address needs to be filled out for the order to work correctly, if this is the case - then the ship to address should not be able to be filled out exclusive of the Bill to address.
Id this a bug in my CPSOL canada post shipping plugin .. or is this a bug in VM 2.0,24? I have tested this on various templates so it seems to not be an override...Anyone else seeing this?
