Sales Tax being charged on International Orders

We recently had an order from Switzerland and the customer was charged a local state sales tax on their order total which I had to refund.  I tested the site on out of state orders withing the US and no tax was being charged. So, I can't figure out why this international order was charged a state tax?  Anyone have any idea?  Using VM 2.0 with Joomla 2.5.11 and custom shipping rates by order totals.

VM 2.0?? Current version is 2.0.22d.
And you have not updated joomla.
