Calculation Rule per Catergory Problem

I am using VirtueMart version 2.0.22.  I am trying to add a flat handling fee to products in a 5 specific categories.  I have created a new after tax rule add the $2.5 and selected the categories that I want it to apply too.  The problem is that Virtuemart is applying the rule to all products.  Any idea how I can fix this?

The problem is that Virtuemart is applying the rule to all products.

Then there is a misconfiguration in applying rules in all your products.
