multi service shipping

hello everyone, i need help how i can make shipping with same postal code but different service shipping and price, i make three diffrent name ex. shipping a postal code start 1000 and end 2000 price 8000 and shpping b same postal code and price 9000 and shipping c same postal code price 10000 but my vm say no select shipping how can i solve that thanks.

What are your shipment methods. Are they weight related and you try to order product without weight?
