Select Payment Option not working

Issue:
AT checkout, no payment options are showing. There are 2 options available. Standard (Wire Transfer) and Paypal.
I have looked at the forum posts and found nothing to be of help.

NOTE: If you DO skip the payment options and click checkout, on the second screen it will give you the options, however with the PayPal option there is a fee and it does not show up. It does need to be running at the shopping cart, before "Checkout" is clicked.
Why: So customers can switch between payment options, should the fee be too much and to also give the customer a complete breakdown of the cost prior to clicking on CHECKOUT.

I hope I have set my question out in a way that assistance will be forthcoming.
