Price calculation and different rules

I think it must be a bug.

Szenario:
Most german shops have to set up these rules:

Germany and EU => + 19% tax (which should be default prices in german shops for guests and logged in EU-Users)
Outside Germany/EU => 0 tax (logged in and assigned to this customer group)

EU Countries with VAT => 0 tax (logged in and assigned to this customer group)

So far so good.

But in frontend the Admin can only set prices without tax calculation (Netto) - because there is no default rule active.
Tax calculation is only working if a default rule is activated - but that makes the prices in frontend bad because multiple calculation or adds tax for All countries...

That`s not useful...Admin should be able to set price including tax and after saving the product the price without tax should be calc. by the default rule (which is not exisiting in the system or does not work correctly....
