Zip code in multiple locations - WHAT?

Okay here is one that I am seeing for the first time. I found a zip code (postal code) that is being listed for more than one location. Eybens, France and Camden, Tennessee are both showing 38320. How can the shipping module determine the difference when quoting shipping? Does this happen elsewhere? This is the first time that I have seen this.

One is in France (the country) and one is in Tennessee (the state).

Thank you for all of your questions, but I really just need to know about the duplicate Postal Codes(zip codes). It is causing havoc with out shipping quotes.
