Is it possible to setup checkout with no payment gateway?

This is a really random question but I have a client who wants me to setup their store so customers can purchase of the site per usual but have no payment gateway, they will handle the transactions themselves later and do it manually.

Is this even possible ?

If you mean gathering credit card details and then processing off-line then yes, that can be done. Use this plugin - http://extensions.virtuemart.net/payments/offline-credit-card-processing-detail - which is PCI compliant. You will also need to use SSL on the site, and ensure that permission of the client's merchant card processor has been obtained.

No not even that, I guess they just want a transaction to go through and they will contact the customer and figure out some alternate payment. I know it is a really weird request but the client has requested this feature?

The use a purchase order system configuration. It is what I do for my biggest client, who deals entirely with invoicing their customers once a month for their various orders.
