100% discount on items

I would like to give a 100% discount to few customers..and give them a free item. When using a 100% discount coupon I need help......
- Coupon discount AFTER tax (so they don't have to pay tax on a free item). 
- Removed the request to select shipment and payment.   I tried setting the confirguration on the shipping and payment modules to "minimum order" to .01 cent.  But that didn't work.
- Remove any error codes that states Info: Payment Amount not valid for Paypal

I wanted to do the same thing and couldn't do 100% discount.  However, you can set a price of 0.00001 which pretty much amounts to 0.  I put the Shoppers I wanted to give this price to in a separate Shopper Group and increased the number of digits for rounding to 4 (which is really misnamed as it represents the number of decimal digits to the right of the period).  Unless you're ordering some pretty large numbers of items, this worked for me.
