Order comments only appear if order status is changed

Hi

Using vm 2.018a and Joomla 2.58

Order comments in the administration list orders view are not being saved and displayed unless the order status is changed.

Don't know if this is the way is meant to work but you can't add just a comment to an order which would be nice cause the user can check it from the frontend in his order details view.
