Local pickup

trying to add the option for local pickup to my shipping options but everything I've tried hasn't worked. I have ups vm shipment module installed and working but we have items that are to heavy and haven't got the information from our freight carrier to create a module for the heavier items so I need to have the option to have local pickup.
