Payment not selected

I have the latest version of VM2 and have correctly installed the Paypal Plugin and the Shipping plugin. Yet, in the shopping cart , I still get no payment method and no shipping method selected. Both of these plugins are configured and published ( I am not a newbie, although new to VM2), but they still do not show up in the shopping cart. BTW, there is only one choice for either of these.
Any help would be appreciated.
