Feature Development - add options that exclude - "like everyone except"

There are options that we must add groups, countries and products -  I'd like to see the option like in taxes that says -

apply tax "except to this country"  and then add one country , or a group etc .

Needs to have a colour /color -  maybe red means NOT this country

I agree, is a good idea to have some exception rules for calculation rules, etc.
