Shipment Cost VM 2.0.6

Hello,
I was used to flex2 on an older version of VM but on 2.0.6, i cannot find how to do the following:
IF order amount > some value
   Shipment Cost = order amount * 6%

The important part is telling VM that Shipment Cost should be 6% of the order amount

Is this deprecated ? should I add fix brackets to Shipment Cost ?
