Bug: Terms of Use page doesn't go through Joomla plugins

The Terms of use page doesn't seem to have the Joomla plugins applied to it. I noticed this because a couple of email addresses in a site I've set up aren't being cloaked. I've ticked the "Use Joomla Plugins" checkbox in the config so the product descriptions are working fine, just not the Terms of Use for some reason.

This could e quite important because the terms of use are frequently likely to have email address in them in plain text which should be cloaked.
