Error: CheckOut needs a valid Step!

Hi,

I am getting this error message "Error: CheckOut needs a valid Step!" at the time of order placemen.
what i have done is enable single page checkout by setting 1 for all the steps in check out in configuration.

If i uncheck shipping address and shipping method it works well for me.
not able to trace the issue for it.
