Setting "State" wise shipping charges

We have developed an ecom site on J!2.5.4, VM 2.0.6. We need to set different shipping rates for different Indian states. However Shippment method does not show up the "State".  In configuration->Countries (Show states), all the states are published.

Milbo, is there any way to set state wise shipping charges?
