Paypal Payment for pending orders

No, we just manually send the customer a PayPal invoice.

There does seem to be the following plug-in's that allows customer to complete a pending order.  But we haven't tried it ourselves yet.  Not sure of the difference between the two plug-in's or if require both :

We use Finalize order plugin - https://www.daycounts.com/help/vm-finalize-order
as Typhoon365 suggested. This plugin do the job, even for guests (not logged in) customers.
