Users cant pay - email from paypal

Hi & thanks to anyone reading this or anyone that can offer any help or advice.

This is my first VM project and just as i thought it was all complete and set up,  something else is going wrong?

Im using VM for the purchasing side of a membership site, where PayPal is the only payment processor.

When users get to the paypal payment screen, they are reporting that they are unable to pay, paypal crashes??

This is intermittent as I have tested with my own paypal account and seems to work?

I have just recieved this email (SEE BELOW) from paypal saying there is something wrong with virtuemart. But also the cookie setting seems out of date.
Could it be something to do with unverified paypal user or user using a credit card. As have just read something similar on another forum?

Its all a little over my head, so any advice or help appreciated.
