Adding AP, AE and AA to US state list

This question hasn't been asked since 2015.  How does one add the military states AP AE and AA  to the US dropdown list? Which file needs to be modified?

Don't worry about calculating shipping.  That is our problem not a Virtuemart issue.  We use Flat additives in special fields for shipping when needed.
