I would like to modifiy i voice layout to have it like in EU countries should be.

What should I do/edit?

are you talking about invoice?

if you've any format already defined, and converted into HTML you may use that by replacing the dynamic values following invoices tmlps (templates)  ..
Here is invoices template.

better you copy invoice's template override method.
copy all files from..
YOUR.SITE/components/com_virtuemart/views/invoice/tmpl/
to...
YOUR.SITE/templates/YOUR_TEMPLATE/html/com_virtuemart/invoice

File names are very obvious to understand what those are doing. You may change their content and check them what those are you..

How does your "EU standard" invoice differ from the standard invoice generated by VirtueMart?
