Confirm Stock availability then continue to payment

Is there a way that some items after the order is placed and before the actual online payment, the admin can confirm we have the item is stock, we cannot manage stock since we sell for a 3rd party company.

More details:
SOME items when added and the user checkout, they will get a message that we will check availability and will get back to them within 24 hours
If Item is in stock the user will receive an email to complete the order (do the online payment)

just use the VM std payment plugin.. put that message in the confirm dialog and leave the order pending
