error when signing In

I'm getting the following error when users are trying to sign in.  I've tried searching for answer but don't find anything.    When a new person tries to sign-in.  they get the attached screen with the following error.  Older users can sign-on fine.  I delete one user and readded them and it worked.  but when they tried to log-in it goes back to the error.  I was able to sign in after I added it but now it will not log-in.   Any suggestions.  I'm on Joomla 3.6.5 and Virtuemart VirtueMart 3.0.18
