Can't setup paypal, page does not exist

Hi,
i'm creating paypal payment.
But when i click on login to paypal, it redirect to paypal and gives me an error: this page does not exist.
What i'm doing wrong?

login to paypal  -- from where, with what page? urls, setup etc etc
