Method shippment no configure no buy

Hey , why virtuemartt checkout allows me if I do not have any visible method of payment? It is a bug?
I have only one payment method , and only visible to certain CP / zip ...
Why do you allow me to complete the purchase when the CP / zip is not within range ?
