shipment address - remove or set default another one

Hi guys, i need to do this:

my web shop is made for a company with different offices around italy

the will log with a plug in directly without inser user/pass

the invoice is made for all at same main company in Milan but the shipment is different for each office

i'm going to inser each office with user/poass and shipment address.. but i'd like to know if there is way to remove or set the shipment address like default, so..they don't need to do any choice .. is possible? someone can help me?
