Choose Shipping Address(s)

I have a Joomla 2.5.25 site using VM 2.6.17.

I set a test user with a billing address & two shipping addresses,
I do not see anyplace in the checkout area to

• Set billing address for shipping
  Select a shipping address.

I am using Virtue Planet VP One Page Checkout plugin, but even when I disable this and go back to the default checkout, I still see no toggle for shipping address.

Am I missing something in my configuration?
