The Minimun amount of free shipping does not include only the products cost

Hi,

I would like to offer free shipping and free payment when the ordered products cost more than 55 euro. Under 55 euro the shipping cost is 2.45 euro and the payment cost 2.45 euro.

I have configured the shipping and payment methods and works fine for order amounts more than 55 euro and less than 52,55 euro. Between 52,55 and 55 adds only the shipping cost and not the payment cost. It looks like the Minimum Amount of payment method does not only the cost of the products but also the shipping cost. Is that true?
