Can't save shopper information in backend - 'State' not showing up

I have tried to update the shopper information in the backend, but am getting this general VMerror (see screenshot.). I know that it is not jQuery. I just don't have any country's-states available to be able to save the info. The field is simply empty.

I have searched on this site for any comparable problems, but most seem to be JavaScript related. The page retrieves all the other fancybox info.

Details all edit fine in the cart - All states show up.
