Duplicate Order Entries.

When a shopper places an order, 2 purchase orders are created, this is prior to the payment processing. once the payment is processed only one of the PO is updated to "confirmed". i have tried unpublishing "agreed" under shopper fields, not showing "terms' in cart, and eliminating emails to the shopper and vendor. does anyone have any other suggestions?
