 I added 2 shipping methods for weight, from 0 to 10 kg and 20 kg in 10.1.In the shopping cart after you added an article (use sample data in VM) do not see shipping type and do not see the price. If I do login you see shipping types, if I buy 10 kg use before shipping if buy 20 kg usa second shipment if I go over 20 kg limit I see "error selecting shipping method" but you don't see other shipping methods. Your shipping should flow in concurrent figures ie:
0kg -> 10kg
10.01kg -> 20kg
20.01kg -> 30kg
and so on, until you have the max amount you will send and charge and which to use.
If you have no shipping set for the overweight it has no idea what to charge.
So to overcome that add a max number outside your limit if needed ie 40kg -> 1000kg ( add shipping cost)

If you are only permitting a specific amount to be purchased then you can set that in the actual product  Virtuemart  - Product - Product Status - Maximum Purchase Quantity

Hopefully that will sort your problem

there is a new release of Virtuemart just released v2.0.12 several bugs have been sorted so may be worth upgrading to see.

but the reasons for a shipment not to be selected can be various: not correct country, not correct weigtht, not correct amount.
Each shipment method are trigered independant... so it is not that easy to display the correct error message.
