Upload Document Prior to Purchase?

I have a customer who requires photocopy of ID and signed document prior to product purchase.  Customer doesn't want the transaction to succeed unless documents have been uploaded.  Is this possible somehow?  I'm trying to figure this out somehow using joomla/virtuemart.  Any ideas or suggestions to accomplish something like this?
