Discount Manager "Generic Rules"

I am using VM 2.0.6 and Joomla 1.7

Please help me to find out what is Apply Generic rules in Discount option of product add/edit section. ?

Is that using last applied discounts ? or its based on the discount orders in Tax and Calculation section.
