enable / disable multi page checkout steps, I'm stuck in one page mode.

How do you enable and disable multi page checkout steps?

I seem to be stuck in one page mode in 2.0.6, the "Show Checkout Steps" checkbox makes no difference. I have VM CSS and Javascript turned off.

It seems I'm not the only one that has this problem. Checkout steps are checked and nothing in the way of a stepped checkout appears. Very little mention in this forum that even acknowledges the problem. Hope to see some explanations and fixes soon. All I see are work a round's by buying a simple checkout module.
