Link the Terms and Conditions on Checkout

Hi there,
when I fill in the terms and conditions information in the admin, the whole terms and conditions are place under the cart. This is not looking very nice, isnt it possible to just put a link to the terms and conditions, so the user does not have to scroll the whole page? See my screenshot attached...
