VirtueMart's Menu 1.1b3 & Joomla 1.5.1

I'm sorry if this has been asked and answered. I searched but couldn't find anything.

I just installed VM 1.1b3 in a new Joomla 1.5.1 install. When I go to the virtuemart component in the backend, the menu items that typically are in the drop down menu bar are just an ordered list extending down the page. At the very bottom is the control panel.

Is this typical of the beta, or have I got a problem with my template? Do I need to install a plugin to enable the drop-down menu? Is it just a configuration setting?
