"Loaded virtuemart default configuration from file virtuemart.cfg" message

I get this notice when making changes in the backend under the "configuration" menu. 
"Loaded virtuemart default configuration from file virtuemart.cfg"

No matter what settings I choose, no changes ever appear on the frontend store.  It's like my settings are never being saved.  I did a search but couldn't find anything that helped, anyone have any ideas?

joomla version - 3.9.16
virtuemart version - 3.6.10 10211

The message shows that the values in the hidden config have been loaded into VM configuration.

Changes in the hidden config will be applied after opening AND saving the VM configuration.

The hidden config file is here:
/administrator/components/com_virtuemart/virtuemart.cfg
