shopperfield - how to configure the country (eg add a new one)

Hi everyone

I have a problem with the configuration of countries in the shopperfields. I want to set up several countries and set different shipping costs for each of them. Unfortunately I do not know how to use the shopperfield:  country, when I add a new value, nothing changes.
Can you set it somehow? Has any of you already dealt with this?
I can not find this solution on the web.

I am sending a screen with the place where I have a problem. What to put in place: "value", and what to put in place "name / title" so that the store showed me these values?

Maybe someone has a link to some tutorial?
