Enable Database Update Tools warning message although option is unchecked

On installing VM2.9.9c (on Joomla 3.3.4) and VM2.9.9e (on Joomla 3.3.6) I received the following warning, even though the option was not checked when I went into the configuration panel:
The configuration setting 'Enable database Update tools' is enabled. Please disable this for security measures here in the Configuration panel.

You are not alone.

I just updated virtuemart from V3.0.14 to 3.0.16. After updating VirtueMart the message "The configuration setting 'Enable database Update tools' is enabled. Please disable this for security measures here in the Configuration panel. " appeared. However, in .../administrator/index.php?option=com_virtuemart&view=config, the option "Enable database Update tools" is unchecked.

But should I let it reamin checked, always? Or I'd better have it unchecked..? What difference does it make for the site/database.

Better unchecked, else you can use dangerous commands like "delete all and install sample data"

Hello

I use VM 3.0.18 and J! 3.6.5

I wanted reinstal my database with sample data but I get message about Enable database Update tools first in configuration panel.
Can you tell me where is this option to Enable database Update tools ? 
I do not know I'am blind or what , I can not see it.
