Terms of Use - Multilanguage Site

I have a bilingual VM store and want to have tow versions of terms of use, one in Greek and one in English.
How can I load each version language and the user have to accept and open the pop up in his language, when the user is in the cart page?
I tried to creat two modules assigned in each language. Then I used insert module on the editor of TOS, but both modules appear, doesnt do the selection of language.
Is there any other way?

you can set tos in each language directly in vm using the shop settings(not vm config).

I change between each language from left and above the menu.
