BUG: I can't choose my default payment method?!

Dear all, I have one bug in my website. My Joomla is 3.6.0 and VirtueMart 3.0.14 and I can't sort and choose my payment methods. I want my default payment method to be the standart Plugin Payment of VirtueMart (Pay to currier), but the system always show PayPal as default and checked method of every order. I need to change this I tried everything, but with no success. Here attached are screenshots of my settings, which I know and found on internet. Please, help me I need default payment method the standart plugin, not PayPal.

have u tried with the OPC disabled?

Yeah, I tried everything and every time the PayPal is checked. Please someone to help me, it's critical.
