system-enable recapcha
plugin-enable recapcha
VM Config - enable recapcha
Template - Beez3

Still not show on registration page

The code have changed and old don't work anymore.
You can try to update vm to 3.0.16 too.

Sorry, it's really hard to find the problem without having access to the files and website to check if all is set correctly.

Just delete the directory /html/com_virtuemart/ from your template, or fix this files.
