Customer cannot cancel own order

VM 3.0.9.4

Doing some testing, I placed an order as a normal user, but I see no option to cancel it when logged in as this ordinary user.  Is this normal, or have I missed a config setting somewhere to allow shoppers to cancel their own orders?
