I need some help and have no idea how to accomplish then if it's even possible.

Coastal arms is a ecommerce gun shop.  I need to have the ability that when a shopper had a firearm to the basket upon check out they are forced / required to enter in additional fields that will indicate where the fire arm is to ship.  In the US firearms purchased online must be shipped to a "Federal Firearms Licensed" (FFL) shop.

I was thinking if the firearm is added to the cart then the "Ship To" would be required and moving to checkout would not be possible without filling in the appropriate ship to / FFL fields.

If anyone as any idea on how I can accomplish this I would greatly appreciate it.
