Cart behavior

Hi!

I have some question regarding on cart behavior. My customer ask me to make some modifications in cart, and I have problem to make it's works.
Maybe someone of you try to help me, please.

1. The first thing is to make confirmation button ("zamówienie" in my shop) active only if shipment and payment method choosed. At the moment it's redirect to login page.
2. Second one is to make  registration page (after shipement and payment method choosen) similar to https://domowyurok.pl/pl/basket/step2. I mean to make 3 buttons where first is register, second is make order without registering and last one login.

I will be very happy if someone help me with this or make it for me for some donation.
