Displaying Terms of Service in Cart

Hello everyone. Thank you in advance for your help and knowledge. I am still running an older version of Virtumart but it is working so I haven't ventured to update. However, my question - is there a way to actually show the Terms of Service in the Cart? Right now it only has a line that says "Click here to read terms of service and check the box to accept." I need the Terms to actually be there because people are just checking the box and not clicking and reading the terms and it is causing issues.

In configuration I do have the boxed checked "show terms of service on the cart/checkout"

You can use a template override to show the T&C on the page.
